P.A.S.S. — Passenger Assistance, Safety & Sensitivity
The P.A.S.S. program is a nationally recognized NEMT driver certification developed by the Community Transportation Association of America (CTAA). This hands-on course prepares drivers to safely assist passengers with disabilities, mobility limitations, and complex medical needs.
All Legacy’s Angel Transportation drivers complete P.A.S.S. certification before their first trip — ensuring every passenger receives professional, dignified service from day one.

Wheelchair Securement Certification
Proper wheelchair securement is one of the most critical safety competencies for any NEMT driver. Our wheelchair securement certification ensures all drivers can safely secure manual wheelchairs, power wheelchairs, and specialized Broda chairs using a 4-point tie-down system that meets ADA and FMCSA standards.
Every Legacy’s Angel Transportation vehicle is equipped with certified securement hardware. Drivers are trained and tested on correct installation, verification, and passenger comfort protocols before operating independently.
